Hi, we would be grateful for some help. 

We have just been granted our non lucrative visa to allow us to move to Spain. We will be moving in early March. We would be grateful if you can help us to get our TIE card. I know we have to go to the townhall and then the police station, but we do not know how to go about making appointments and what paperwork and documentation that is required.

Hi there and welcome.

Once you arrive you'll have 30 days in which to commence the application for your TIE.  I strongly recommend you get a Gestor to assist you in this process.

Just to take the mystery out of it though I'll lay out the steps that will be neccessary.

  1. Padrón.  This will be the first thing you'll need to do.  It will involve going to the Ayuntamiento (town hall) with your passports, and a valid rental contract of 6 months or longer or Deeds to a house if you have bought one.  If you are renting, the Estate Agent you rent through will be aware of what other documentation you will need.
  2. You then need to register online for an appointment at the Oficina de Extranjeria in Almeria.  Registering "stops the clock" on your 30 day limit to apply, because by registering for an appointment, you have begun the process.
  3. There will then be a form to fill out.  It is, obviously, in Spanish, so if you are not conversant, this is where it is worth your while paying out 100€ or thereabouts and getting a Gestor to assist.
  4. Once forms are filled out, you will be given a Modelo 720 to take to the bank to pay application fees,  You take it in, pay the fee and the bank prints a receipt onto this form.  DO NOT LOSE THIS FORM.  Without proof of payment, you're going nowhere - they won't even consider your application.
  5. On the appointed day - probably around two months or thereabouts from when you registered online, you will go to the Oficina de Extranjeria in Almeria (This is the "Police Station" - Oficina de Extranjeria is CNP - National Police, and only National Police can process these applications.  You will only get CNP in the cities; around here it is Policia Local and Guardia Civil, neither of these bodies can deal with this as it is not within their remit).  You will take your Certificado de Empadronimiento from the Ayuntamiento, Passports, 2 x photocopies of passport, 1 x photo at drivers licence size (smaller than passport photo), Your application form and most importantly your Modelo 720 proving application fee has been paid
  6. You will line up outside, and then go through when the office opens.  GET THERE AT LEAST 30 MINS EARLY, the queues can be quite long.  You will pass through security and there will be a machine with a touch display.  You will input the code that is on your request for appointment and it will spit out a ticket with a letter and a number on it.
  7. Take this ticket and sit in the waiting room.  There are three large screens showing who is dealing with what.  The announcements are in Spanish, but don't worry because you'll see your ticket number come up along with "MESA" and a number.  That is the Table number that will be processing you.
  8. When your ticket(s) are called (you'll each have one) you go through to the rows of desks.  It's a big office and there are around 10 columns of desks from memory, each with ... 7? 8? desks.  The desks are clearly marked.
  9. If you have gone through a Gestor, there will usually be someone to meet you at Almeria and guide you through, act as translator etc.
  10. At this point your documents will be checked etc - you will need to provide at least two clear photocopies of your passports.  It is important to note that if you do not have required photocopies, or your grey Modelo 720 "proof of payment" form, they won't go any further and you will be turned away and asked to make another appointment.
  11. Assuming everything is in order, you will hand over your photos, then they will take digital fingerprints of your two index fingers (TIE's are Biometric cards)
  12. Once that is done, you will be given a grey piece of paper with a time and date on it, normally about 2 weeks hence.  That is the day you return to pick up your TIE cards.  Its a fairly simple process, don't get too worried about it.
  13. You will not need to make a further appointment online.  The grey paper you have been given is your proof of appointment and the code on it will be what you enter into the machine to generate your tickets next time round. (Needless to say, do not lose this piece of paper!!  Without it, you won't get in the door next time round)
A note on lining up.  When you get there you will see there are three queues.  One against the side of the building - that's the queue you go into when you return to pick up your TIE's, one closest to the pavement, and one in the middle.  The one in the middle will have a sign that says "Huellas".  This loosely translates to "Prints".  Despite the fact you are having fingerprints taken DO NOT GO INTO THIS QUEUE.  You will get to the front then the security guard will check your paperwork and tell you you are in the wrong queue and send you right to the back of the one you should have gone into ... the one closest to the pavement.

SO ... First visit : Queue closest to the pavement, and two or so weeks later when you return to pick up TIE's, the queue against the side of the building.

I’m sorry Dario, your posts are usually so accurate. Modelo 720 is the declaration of foreign assets. The form to take to the bank is tasa 790 codigo 012. But as you say, getting a gestor to assist is worth the money.

I always get those mixed up - thank you, yes, Modelo 790/12 (and there’s a variety of those depending on whether it’s a new TIE or for those of us exchanging residencia card for TIE) - thanks for correction

Vera Pueblo is quite … Spanish.  There may be a couple of English speaking around, but I don’t know who they are.

I can recommend C.A.T.S. Services in Zurgena; about 20 minutes drive out of Vera, but they are very very experienced in dealing with just these types of queries and will have all the contacts etc and are of course English speaking

We used our solicitor Maria morroto at  Bougainvillea roundabout in Vera playa.... she did it all and even arranged a translator to meet us in Almeria...... brilliant!

We did a lot of others things at the same time.... but think it was about €100 each 2 years ago...... if you ring them then she or Esther will tell you.... I know we paid a little extra for the translator in Almeria.... but she was worth it as we sailed past the queues!
