As the title suggests, I'm going to write (hopefully coherently and more than a little helpfully) about this task - something that could be simple but can turn out to be so nauseatingly bureaucratic you're happy to chuck €€€ at someone else to do it for you.  I must also add that this post is directly aimed at RESIDENTS as it deals with the Padrón and Non-Residents do NOT go on the Padrón

Having recently purchased a new car AND moved house, I can attest that the sheer amount of administrative changes that go with this can be absolutely mind-numbing. 

So lets start at the top - now with respect to Padrón this post specifically refers to VERA because that is where I am - and I now know my way around the Sede Electronico of the Vera Ayuntamiento.  Sort of.  It is still quite mind-numbing though .... HOWEVER - on with the show.

So you've arrived in Vera and obviously you need to go on the Padrón.  You consider a trip to the Ayuntamiento, the doubtless long wait and shuffling of papers as the bureaucratic process grinds it's gears.  Don't.  Sit at home with a cup of tea / G&T / Absinthe / [Insert beverage of choice] and let your fingers take the strain.
FIRST go to https://vera.sedelectronica.es/info.0
THEN  on left hand side, under GOBIERNO ABIERTO, select Población y Territorio
NEXT At top of list, you'll see Solicitud de Alta o Renovación de la Inscripción en el Padrón Municipal de Habitantes
NEXT Move your mouse along the line to where you see a link that says Tramitación Electronica.  Click this link and you'll be taken to a page that says Cl@ve

I STRONGLY recommend you follow the steps to register for a Permanent Cl@ve as once registered you have a permanent electronic signature used by all official sites, including ones I shall mention below.  If anyone has any doubts or isn't sure how to do it, please please message me, I shall be happy to step you through the process - it IS easy and makes life here one hell of a lot easier

So, click on Cl@ve and identify yourself (if you use Cl@ve PIN you'll need the Cl@ve app on your phone - hence my suggestion of Permanent Cl@ve which does not require the app)  On identifying yourself you'll be taken immediately back to the Vera Ayuntamiento site to continue your application.

You'll see there are 5 steps ahead of you and on first page it just identifies you (from your electronic login)  Select "Soy el interesdao" from the two choices below then 
PRESS Comenzar

The first field to fill out will be Datos a efectos de notificaciones

thats just email and mobile number, simple enough

In Expone / solicita I have never filled out "Expone".  Solicita is mandatory though.  Here put "solicitud para inclusión en padrón" (Yes, I know it's probably not perfect grammar, but it works!!)

Now under Domicilio, if you don't know the Referencia Cadastral of your property, you can click "Más" and fill in the address
If you want to FIND the Cadastral Reference of your property, you can do it HERE

Now under Motivo, select "Cambio de domicilio desde otro municipio" - Even if you are moving within Vera, this still works
"Municipio de procedencia" is of course wherever you are moving from - again, if its within Vera, simply put Vera here.  Pais is of course "España"

If there is more than one person going on the Padrón, then simply click "Añadir Tercero" and keep filling in and adding until you have all the people staying at your address filled in

Now the documents.  At the top, you'll see DNI, NIE Y/O PASAPORTE.  Under this heading look down until you see Forma de Aportación  In the box next to it, change the value to "Decido aportarlo yo mismo"  You'll now be presented with a button saying "Adjuntar".  Click this and you will be able to navigate to wherever you have stored electronic copies of your TIE / Passport and upload them.

Next one down is "Hoja de Inscripción" . you'll see a link underlined in blue named HOJADEINSCRI.  Click on this and it will allow you to download the form that has to be filled in that gives the address you are now living and who will be living there.  It is a PDF document and can be completed on the computer.  Again, once you have completed this document, click "Decido aportarlo yo mismo" next to "Forma de aportación" and you can upload it.

LAST DOCUMENT: Under "Documentación Opcional" you'll be looking to upload either an ESCRITURA DE LA PROPIEDAD if you own the property or a CONTRATO DE ARRENDAMIENTO if you are renting.  Contracts must be signed by all parties.
 

Now at this point, the next step is Firmar at which point you simply review the information uploaded, click the check box saying you agree and the submission is processed the 5th stage is just an acknowledgement of receipt - Acuse de recibo and you'll recieve a copy of this in your email as well.

THAT'S IT.  That's the Padrón sorted. You DO NOT need to attend in person, you CAN do it this way, I know, I have just done it!  Give it about 3 - 5 days, then log back on to the Sede General for Vera (using the first link I posted and then following the steps above until you reach "Población y Territorio" and on the 4th one down, Solicitud de Certificado o Volante de Empadronamiento again click the "Tramitación Electronica" link at the end of the line.

Same first screen as you saw last time appears.  You know what to do now, so click the radio "Soy el interesado" button and "Comenzar".  Second screen looks similar, same requests from email, mobile number and the "Solicita" all of which are mandatory

Under Datos del certificado / volante select whether you want a Volante which is free and is an exctract of the Padrón and not usuable for things like application for TIE (but can be used for changing addresses with medical centre, DGT etc) or whether you want the Certificado which costs a couple of € and is the "Official" one.  If you select this option you'll be taken to a secure payment screen.  Unless a Certificado is SPECIFICALLY requested, you'll be able to use a Volante most of the time.

Once this has been processed you'll receive an email with a copy of the Padron attached - usually about a day later.  You can also download it from the Carpeta Electronica

SO ... now you have your Padrón organised, you need to change address with ALL the other various organisations - Tax Office, CNP (issuers of your TIE card), TGSS maybe, DGT for licence and car.  don't stress.  There's an easy way.  ABOUT ONE MONTH AFTER YOU HAVE CHANGED ADDRESS (Yes, it takes that long for your address change to filter through the system) go to https://cambiodomicilio.redsara.es/, select "Acceder a applicación" on the left hand side.  Validate with Cl@ve again (told you it was useful), put the support number from your TIE (number string top right hand side on the front) and you should see all your details populate - theoretically with your new address.  If not, come back a few days later.

You can then simply put ticks in the boxes next to all the organisations where you want your address changed.

OKAY, that's long enough for now I think, I don't want to bombard with too much information.  Yes, looking at this you CAN pay someone 50€ or 100€ to do it for you.  Or you can follow the steps above and save yourself some money.

For anyone following this, I am hoping I shall soon have solid information on Cambio Titularidad de la cuenta de Basura for Consorcio Levante Almanzora (the company that handles all waste management) that doesn’t involve taking a trek out to their offices in Albox

Yes - managed to change ownership of Basura without leaving the cool comfort of my indoor keyboard :-D

I went to the website advised me by Consorcio Almanzora_Levante-Velez which is http://www.consorcioalmanzoralevante.es/ but it looks identical to the one on the link you have posted so I guess they both end up at the same place.  The next trick is identifying yourself on Cl@ve after going to the "Oficina Virtual" on the website - and as I found out, when you DO, make sure you know what it is you want to do and have your documents ready to upload, because if there is hesitation and it goes over about 20 minutes or so, then when you come to electronically sign, it will again ask you to enter your Cl@ve then fail, saying session has timed out .... and you have to start all over again!"

Very useful info, many thanks. We changed our address, no probs but can we change our address to wich the car is registered - seems impossible! Many attempts have failed. Any ideas? We would like to change the car's address from Cantoria to Vera.

YES!! I have just done this this morning for my car

  1. Go to https://sede.dgt.gob.es/es/vehiculos/cambia-domicilio-vehiculo/
  2. Click "Registro Electronico" to validate with Cl@ve.
  3. Once validated youll be returned to the DGT page and you'll see "CAMBIO DE DOMICILIO FISCAL DEL VEHÍCULO"
  4. In "Tus Datos" you'll have your NIE and name - make sure it's correct
  5. In "Formas de Contacto" you'll be required to enter your email and phone number
  6. In "Domicilio a efectos de notificaciones" you'll now need to enter the address you want the vehicle to be registered to 
  7. If you want this to be your postal address as well, tick "Quiero actualizar mi dirección postal en Tráfico"
  8. You can ignore "Solicitudes realizadas anteriormente"
  9. In "Solicitud" you'll enter the registration number of the vehicle.  If you are sole owner, you don't need to tick the box marked "Soy cotitular del vehículo y dispongo de la autorización de los otros titulares para solicitar el trámite"
  10. In "Documentos a adjuntar" you'll need the bottom box on the left hand side "Certificado de empadronamiento"
  11. Click the button marked "Selecciona un Documento" and a browser will open allowing you to navigate and upload a PDF of your Padrón
  12. Tick the box at the bottom marked "Has leído y aceptas los términos y condiciones del servicio (se abre en una nueva pestaña)*"
  13. Press "Enviar"
  14. You'll review the information then when you are satisfied and click "Siguiente" or "Enviar" (can't recall and I can't get there without sending details up again ...) you'll be taken to Cl@ve to identify.  
  15. Once identified a one time 8 digit PIN will be sent to your phone.  
  16. Enter that PIN, press OK and .... done.

They certainly seem to be replacing the AEAT-issued Digital Certificate with Cl@ve.  I have both and the Digital Certificate is used less and less.

And you know how Spain loves bureacracy - there IS one thing that the digital certificate is useful for - electronically signing documents.  You can download a piece of software called AutoFirma, then when you run it, it asks what documents you want to sign.  You find the document on your computer, and the app then displays the signing digital certificates displayed on your computer.

You select the digital certificate (unless more than one person has an AEAT issued Digital Certificate, there will only be one shown) and then you select on the document where you want the signature to appear.  You can upload a scan of your actual signature as well if you like - AutoFirma then appends a digital signature to the document and that attests it is signed by YOU to any official organisation.

More and more of Spain's bureaucratic processes are going online and their security is pretty damn good - lots of electronic signing, one-time PINS and two-factor authentication

Yes - and don’t panic if your Anti Virus software bitches that it’s from an unknown/untrusted publisher or similar - it IS legitimate and valid.  I have unzipped it and used it myself, it is NOT a virus
