Padrón is from the Ayuntamiento, TIE is done by Policia Nacional - I believe you will need to go to Oficina de Extranjería in Almeria for your TIE.

Each ayuntamiento is different but generally yes, you’ll need to make an appointment

You can get your padrón in san juan de los terreros. The building opposite Mesón Pepa with steps is open twice a week.

You could try installing 'say hi' on your phone. It's a free app and will allow you to translate verbally. Quicker than Google translate!
