To the post office and pay 10 pounds ( in the uk) get a driving permit for Spain. …all this is common sense you live in a country you follow there rules …....

All I know you can get a licence in the post office for 12 months , to drive in Spain .. I have one ( as well as my own Brit licence ) .. I am not a resident but have a home there ..you can get one for most european countries
