First off. Solar power and pool pumps are two different things. As Sveinb has said you will need an inverter. Pumps that are sold as solar pumps will have an inverter in the kit. Panels, pump and inverter.
I have experience of marine solar charging systems which are inherently similar, solar panels and possibly wind generator to produce the voltage. This is then coupled to an inverter/control system and battery bank where 230v is produced and stored. Obviously, power output is dependent on power input but there is voltage overload/under protection. Even on cloudy days solar panels will contribute some power and this is where the battery bank comes in. On the basis we have down here more than 100 hours a month on average of sunshine you will find a solution.
This is all 'stand alone stuff' and I have no experience of being able to feed electricity back into the grid.
