By law, they must be worn when social distance of 1.5 metres is not possible, also inside any establishment, ie shops, bars restaurants.

While in a bar you can remove them for eating & drinking but if moving around they must be worn.

There is a fine for those not complying and the police here are strict, unlike the UK.

I'm hearing reports that from Monday 13th July facemasks must be worn at all times inside and outside public areas in all of Andalucia.

https://www.theolivepress.es/spain-news/2020/07/11/breaking-masks-to-become-mandatory-in-spains-andalucia-from-next-week/

I'm not surprised, but can anybody say why new outbreaks of Covid-19 happened?

This has been proposed by Junta de Andalucia and is applicable to Andalucia only.  There is further discussion on Monday, but it seems very very likely that as of Tuesday 14th, anyone in the Region of Andalucia will be compelled by law to wear a mask at all times, whilst outdoors, irrespective of distance, conditions, location etc.

This means any open public space whatsoever - town, roads, walkways etc.  not certain about beach ... The proposal is if you are outside, you wear a mask.  Wearing of masks inside and on public transport obviously continues.

This has come about because of the high volume of holiday makers (from Spain and elsewhere) arriving in Andalucia and not observing wearing of masks - because it’s too open to interpretation as to when one is needed.

Further info on this as it comes to hand.

As of today, the wearing of face masks at all times whilst outside is now law in the Region of Murcia - it’s pretty much expected that after discussion today, Andalucia will follow suit tomorrow.

For those coming here on holiday, or for longer, please please understand the cultural difference between Spain and UK; by and large the Spanish people may not like this but they WILL largely comply - obviously you will get those that don’t and that is what has led to the imminent introduction of this law.  The authorities here - Policia Local / Guardia Civil / CNP are VERY proactive in policing these laws and will issue fines for non-compliance.

There is still an exclusion for anyone exercising - but I’ll see if I can find some official direction
