It's me I know its me but my van is 15 years old and have put reg number in but it won't accept it think a taxi from Bilbao to Vera going to be expensive ,

Why does everything have to be so complicated for me !

If it’s a diesel and earlier than 2006, it doesn’t qualify for a badge.  I know my 2005 Peugeot 407 HDi can’t get one

I can get a yellow one, which tells everyone I can't enter.

So I am in a fix if I can't get a badge how do I get out of the ferry terminal or are there hundreds of people driving round and round the terminal till time to go home .

That last bit was a joke

Ah - B.  That doesn’t say you can’t enter, it says you can enter those zones in which ‘B’ is allowed.  Cars without emissions badges can’t even enter there!

The terminal is likely not in the ZBE (low emission zone) by and large ZBE’s will be city centres etc.

In full answer to your question, I found the following on the N332 site.  Copied here to answer the question posed.

DRIVING A FOREIGN-REGISTERED VEHICLE IN A ZBE AREA (low emissions area)

On this post we show you the information provided by Barcelona city. This resource can guide you about what will happen in your town once the ZBE areas come into force.

As these vehicles are not classified according to the DGT environmental label, they must certify compliance with the same environmental and technological requirements to be able to access and circulate through the ZBE.

https://www.zbe.barcelona/en/zones-baixes-emissions/vehicles-afectats.html

Application for single-day permits:

Once your vehicle is registered, you are allowed to drive in the low emissions zones on 10 days each year, counting from the date your application was approved.

Click on the link to get a daily permit;

From January 2023, it will be illegal to drive a car without an emissions badge in many city centres in Spain.  Towns and cities with a population of greater than 50.000 people will be introducing low emissions zones in which to enter, the car must display an emissions badge.

These badges are available from Correos and cost 5€ - from the N332 site is the following:-...

...

Low Emissions Zones in Urban Areas - UPDATE!!!

As of 1st January 2023, the Low Emission Zones (ZBE) SHOULD be operational in all municipalities with a population of more than 50,000 inhabitants.

We know that many of you are worried about it, but we would like to inform you that nowadays only 13% percent of the cities have adapted to this new regulation.

There will be exceptions for those who live in these areas, but for those who wish to drive through them will have to display the environmental sticker required by the authorities or use another method of transportation.

The Government has given until the 31st of December 2023 (1 year!!),  to all municipalities with a population of more than 50,000 inhabitants to apply the Climate Change Law and restrict the access of certain polluting vehicles to the city centers.

This link will take you to a tool that will tell you what emissions badge your car should have : https://sede.dgt.gob.es/es/vehiculos/distintivo-ambiental#

And this link will take you to an online Correos shop where you can purchase the correct emissions badge : https://www.correos.es/es/es/particulares/para-el-ciudadano/servicios-de-la-dgt/distintivo-medioambiental

Nope.  The law for low emissions is as of today, 1/1/23.

Like you, I possess a car that cannot get a badge, ergo I cannot drive into any of the (new) low emission zones as of today.
