In short I think the answer as ever is it depends!

I had a similar issue which was resolved in two ways. We were living in Singapore and needed to ship about half our household back to Spain a few years ago. At that time I had a none resident NIE but owned a property in Barcelona. Sing shipping agent identified this issue and shipped into UK (I have UK nationality) with land transfer to Spain. This worked fine and the additional shipping cost was way less than paying Spanish taxes and duties. Brexit and your timing may preclude this as an option. 

The balance of our stuff went to China where we lived until middle of lastbyear. Again on arranging shipping back the clearing agent in Spain advised of the tax issue. We were unable to use the ship via UK route for other reasons. I had to supply my China employment contract, tax and payroll documentation and amend my NIE from none resident to resident, with all this documentation the import was free of all taxes and duties.

We also have a Non resident NIE and will not be changing it as we are residents in Belgium. We are shipping from  Africa...

So maybe better to ship all to Belgium and by road to Spain...

We're going through a similar process at present; British citizens bringing personal effects from outside the EU.

You are best to get advice, in the form of a copy of the Spanish customs guidelines, FIDI Spain, from your shipping agent. This has a section with a list of Spanish customs guidelines.
