1. www.exclusiveairporttransfers.co.uk will get to to Vera Playa at least. That company is expanding where profitable and I bet Palomares is within its sights before any competition sees it.

2. Transport services are improving although slowly. Before you say that they can’t get any worse, they can get much worse and us who have been using expensive unofficial taxis won’t hesitate in advising. 
3. Palomares is not going to get less popular, so much patience is.required.

4. I’m not going to mention the new high speed rail service which is due any decade now

thank you very much for this information. I have tried the link but it appears that the website is down at the moment, so basically it's cabs or nothing which is very disappointing. We hoped there would be a bus service which we use most of the time when we travel in Spain. It must be very difficult for you if you don't have a car.

Just tested and working now.  EA Shuttles will get you to Vera as well as Vera Playa and from Vera you should be able to get a bus to Palomares

If you book with Exec Airport Shuttles the closest drop off point to Palomares is at the Consum supermarket. When you book they offer the option to include a taxi from there to your final destination. 

There is a bus from Almeria.  I think it stops in Vera as it goes on to Los Lobos.  However you would need to get to Almeria first and then from Vera to Palomares.  The shuttle bus is probably the easier option and is a very good service.

Once youre in Palomares i dont believe there is a bus service that serves Palomares. The nearest public bus is Vera. If youre quite happy to just chill and dont want to use taxis or an hire car its ideal for relaxation

There most definitely is a bus between Vera and Palomares, twice a day I believe

Thank you so much everyone - you have all been really helpful. I'm still trying to find the right bus stop but have messaged them directly as there does not appear to be a coach on the day we return.
