What should someone due if they think their neighbor is hacking and sneezing?
Stay away from them seems the obvious answer...you and them should be staying indoors anyway!!!

Yep. Keep away from them though, if they go out, consider reporting them to the police and let them deal.

If your neighbour is as close as 1 metre then you have a problem. I think that is unlikely.
Also have you considered, he/she may have allergies?
Have you spoken to your neighbour and asked if they are ok? Passed on the telephone numbers he/she would need if they had the symptoms of the virus?
I don't think sneezing is on the list of symptoms.

The neighbour could have a cold and be a heavy smoker. How thankful I am for giving up smoking 11 years ago! I well remember those endless colds in the winter and hacking morning coughs, the catarrh and all that is horrible. Not only that but it's an absolute freedom not to always beworried about if you will run out of tabacco.
It could be idea to leave a message at your health centre if the coughing is constant to say that you are really veryworried and the town hall ought to have a number to ring for suspected cases of the Corona virus in your area.
I have allergies and sneeze and cough every morning but I am not sick! I understand that the virus is a dry cough and not sneezing.
Keep out of it.
Buy them another packet of cigarettes,,,!!!!!
