You won’t need an NIE to apply for an NLV - that gets issued at time of visa approval.

If you are not buying a property or a car, you won’t be able to get an NIE because up until the point you start making major purchases, you are effectively tourists.

                         I need to sign a contract for a long term lease, and the form is asking for an NIE number, I also want to buy a car.
