... legislation re padron registration varies so much within Andalucia - or even within ONE province - Almeria! The explanation is simply a few inexperienced and poorly trained staff in individual town hall offices. Ask to speak with a supervisor.

NB: in Almeria you need padron to apply for residency/TIE and it is usually only when you get residency that you will obtain an NIE number.

I always have problems with the stupid woman who deals with padron application in Cuevas She's a real jobsworth and seems no matter how many different bits of paper you have with you she always wants something else.....I think she's out to keep herself in a job for life.Its a local council thing as before I moved to Palomares I was living in Garrucha There was no problem,go into ayumiento with passport and 5 minutes later a new padron.Not the case in Cuevas at all!!! Would be nice if all the town halls operated with the same rules and procedures but they don't. Each town hall seems to have its own inter pretatiln ......🙁

The office in Cuevas is a nightmare to deal with They want so many different pieces of paperwork When I used to come under Garrucha jurisdiction all you needed was your passport and a utility bill me Definitely not the case in Cuevas.I think the woman there is a jobsworth out to keep herself in a job for life.......

Sorry, maybe I wasn’t clear; as a tenant, you do not need to pay IBI or Basura as these are the responsibility of the landlord, however, evidence of payment has to be provided ie via the landlord. This was certainly the case up to 2 weeks ago in Cuevas.
