Short answer: yes; it is the country of issue of license that matters, not the nationality of the holder.

There is a UK government petition in relation to this (see link below). Not sure how much difference it will make at this late stage, given negotiations are in hand (slowly). But every little helps.

Possibly, and although the blockage appears to be on the Spanish side, if pressure is put on our government, then pressure might be fed through to our ambassador. A nudge to his Excellency's backside might at least help bring back some momentum to the process. Nothing ventured, ...

Whilst it is popular to blame Spain for any delays, it must be noted the longest delay so far - 2 years or so - was down to the UK.

A petition requires 10.000 signatures before it is even considered for presentation to parliament.  I harbor doubts as to whether this will even be listed, let alone seen, before the agreement is finalized.

In the greater scheme of things the UK/Spain driving licence issue is pretty minute. Covid hasn't gone away, the Russia and Ukraine are still at loggerheads, a colder than usual winter is on the cards in northern europe because of hike in fuel prices etc. Not much of the driving licence issue would be a big deal for anybody unaffected. Telling a Spanish waitress of the issue while "on stage" to other users of the restaurant just raises the thought from her "Will this affect my tip?"

Like I said earlier nothing happens in Spain during August. Less happens during December and January. There is a kind of working period from February to Easter when nothing happens (again) for at least another month. I reckon it's unlikely that the subject will be progressed during May, June, July. Then we're into August again . . . 

Time to hound your MP's back in the UK . .  and don't forget to give thanks to all the Brexiteers who informed you that things will be better on leaving the EU..

Last update I saw from HMA about a week ago was all but identical to the three before that.  “Still working”, “just the annexes” etc etc etc with the majority of comments naturally blaming Spain for any hold up and seeming to forget there’s been three prime ministers and three different cabinets - all with their own views - within last three months.
