You can do it online at DGT site. Here’s a step-by-step

1. Go to https://sede.dgt.gob.es/es/vehiculos/cambia-domicilio-vehiculo/
2. Click "Registro Electronico" to validate with Cl@ve.
3. Once validated youll be returned to the DGT page and you'll see "CAMBIO DE DOMICILIO FISCAL DEL VEHÍCULO"
4. In "Tus Datos" you'll have your NIE and name - make sure it's correct
5. In "Formas de Contacto" you'll be required to enter your email and phone number
6. In "Domicilio a efectos de notificaciones" you'll now need to enter the address you want the vehicle to be registered to 
7. If you want this to be your postal address as well, tick "Quiero actualizar mi dirección postal en Tráfico"
8. You can ignore "Solicitudes realizadas anteriormente"
9. In "Solicitud" you'll enter the registration number of the vehicle.  If you are sole owner, you don't need to tick the box marked "Soy cotitular del vehículo y dispongo de la autorización de los otros titulares para solicitar el trámite"
10. In "Documentos a adjuntar" you'll need the bottom box on the left hand side "Certificado de empadronamiento"
11. Click the button marked "Selecciona un Documento" and a browser will open allowing you to navigate and upload a PDF of your Padrón
12. Tick the box at the bottom marked "Has leído y aceptas los términos y condiciones del servicio (se abre en una nueva pestaña)*"
13. Press "Enviar"
14. You'll review the information then when you are satisfied and click "Siguiente" or "Enviar" (can't recall and I can't get there without sending details up again ...) you'll be taken to Cl@ve to identify.  
15. Once identified a one time 8 digit PIN will be sent to your phone.  
16. Enter that PIN, press OK and .... done. 

All good instructions if you can access the web page. 

I have tried on three differten devices. 

Installed the digital certificate tried to log no luck on any device- desktop laptop android phone.

Got a pain in the barse so went  to a local Gestor and 20€ done

Must be an issue with your connection … I’ve just clicked on the link above and it took me straight there … are you using a VPN?  I find I have to change the VPN server sometimes to allow me access

No not using a VPN connection (unless my Supplier is 😁). 

I have even turned off the Google tranlate extesnion for Chrome. I find that the tranaslate extension, when turned on, does not play well with the info input on any of the Spanish sites where I am buying items. 

I also tried to conect using Edge again the 400 error page 

Wow.  Yes, I know translate can embuggerise the page and doesn’t play nicely.

I have just tried on my iPhone, iPad and laptop computer using Edge, Chrome and Safari - all work.

I can only think it must be blocked by your ISP for whatever reason - perhaps DGT are using a port that your ISP has inadvertently blocked.

My only suggestion would be to go to a different network … have you tried via your phone over LTE, so WiFi switched off?

Also - might be worth clearing cache and cookies as I have had that cause similar issues - even when a page is valid, if the invalid page is still in cache …

EDIT:  found the following for error 400

The HyperText Transfer Protocol (HTTP) 400 Bad Request response status code indicates that the server cannot or will not process the request due to something that is perceived to be a client error (for example, malformed request syntax, invalid request message framing, or deceptive request routing). 

So clearing cache and cookies may be a good start.
