While doing that apply for a ehic card and take it to your spanish health centre. They should give you a temp SIP card so you can get your prescriptions.
You are only entitled to apply for an S1 once you attain state pension age. Before that it's private health insurance. Of course, if one of you is retirement age a spouse can be covered on the S1 as your dependent.
