Air conditioning

A general question to all if you can help please..
Our air con is 4years old but rarely used. Probably had it on for 8weeks total. Now is blowing out cool air not cold (altho on highest setting). Filters are very clean and an engineer came & stopped up the gas for €40. I still think it's not working to its capacity compared to units in other rooms that are freezing. Any more advice - who would you recommend.
