Can anyone tell me what a hypotecha 199 is, sounds like a charge on their property to me, our best friends learned after buying their house the seller had underestimated the land to save a small amount in tax, they had to get a topografa to measure their land, then instructed a Notary to correct the deeds, and had to pay to advertise the land changes in Almeria and locally, with the new deeds etc they went to the land registry office after their notary had corrected their deeds, the Land Registry gave them a bill to pay in the bank, they returned to the land registry who stamped confirmation of their payment and gave them a receipt confirming the land size in 2011.   In 2019 they also had an AFO completed which cost them about Euro 3000, in total they have paid about Euro 8000.   Due to ill health they must sell the house and they have now been told they must pay the land registry another 800 euro and they claim the land measurements were not changed, despite them having the receipts for everything they cannot sell their house until they go to the land registry and pay them again.
