At the risk of rattling a hornets nest my advice is use your own judgement. Be discreet. Don't offend people.
There is no specific Spanish law that says you cannot be naked or even topless anywhere. However, many municipalities, place restrictions on nudity and degrees of nudity. Whether these restrictions are lawful is an open debate. As far as I am aware there is no restriction to being topless on Mojacar beaches.
There is a section right at the end of Mojacar beach ( Macenas ) where nudity is regularly practised and as far as I am aware accepted by the authorities.
I have seen many people topless on the Playa del Palmeral around the Continental Hotel and further towards Garrucha.
I am sure you will find a quiet place.
