You have a real problem there, and I sympathize with you.
I have had a similar experience in having to find a 24/7 carer for a blind, deaf and type 1 diabetic 93 year old father-in-law and had to pay for two carers for the two shifts. None of them stayed very long and the best ones found more agreeable work. The worst ones were found to be dishonest and did not keep to the menu sheet we found out later, and there were other issues.
We inspected a very nice geriatric home, (St Rafael's in NĂjar) and would have been all In favour of this as a safer alternative but the other brothers and sisters would not agree (although they mostly didn't live in Spain), so we were unable to go ahead. The cost would have been from just over 1,000 euros a month for a room shared with one other or nearly 2,000 euros for an individual room. This was in 2016. For special needs like for Alzheimer's or disabled there are extras and things like incontinence pads, medicines you have to supply for the patient. For an inspection visit, mornings between 11 - 12.30 were the times, but because of COVID this may now be different. If your mother is a resident, part of the costs should be subsidised by the Junta de AndalucĂa.
