Hi Ange, S1 can be applied for from DWP I think it is; you need to apply approximately two weeks before you come out and they then send it to the Spanish address you nominate.  If you don’t have a Spanish address, then I imagine you can apply for the S1 once you get here - but they do require for it to be sent to a Spanish address.

If you live in Spain and receive an exportable UK pension, contribution-based Employment Support Allowance (ESA) or another exportable benefit, you may currently be entitled to state healthcare paid for by the UK. You will need to apply for a certificate of entitlement known as an S1 certificate.

You can apply for an S1 certificate through the Business Services Authority.

Only U.K. state pensioners. You ask the DWP (which pays the pension) for the S1 and the letter and form is sent to your address in Spain. When we drove to Spain in 2018 it was waiting in the postbox.
