why can’t the police arrest them ?
Cumbres has made a valid point. Many in Northern Ireland know that they cannot be arrested for driving their cars in the Republic of Ireland. The border is open 24/7 and I hope it will always remain open. In Irish terms the border is extremely long and there are hundreds of crossing points. On some roads even on a 10 mile journey you could cross the border perhaps on ten occasions.
Some of the best scenery of ROI is near the NI border and would attract anybody that can travel. The irony of the situation is if you live in ROI and 2 miles from anywhere you cannot travel there (by car, on foot, by bike) due to CV-19 restrictions. But, if you live in Northern Ireland you can travel through the entire ROI without care of prosecution.
Most in NI know that there is a pandemic threatening the entire population of both countries and don't flout the restrictions.
