This is stated in an Order published today Friday in the Official State Gazette (BOE): https://www.boe.es/.../2021/05/21/pdfs/BOE-A-2021-8449.pdf

IMPORTANT - UK is not listed on the "High Risk Countries" list for Spain, therefore you currently do NOT need to do a COVID Test to enter Spain. Here you can consult the High Risk Countries list: https://www.mscbs.gob.es/.../AnexoII_entre_10052021-y...

IMPORTANT - To enter Spain you MUST complete the Health Control Form. Here in this website you have all the information (you can change language to English at top of page): https://www.spth.gob.es/

IMPORTANT - Spain has yet to announce/confirm whether you must be vaccinated or not to travel to Spain. We are awaiting confirmation.

Cheers Dario

Yes - UK Traffic Light system seems to dictate 10 day quarantine and 2 and 8 day PCR tests on return.  Being reviewed 7th June I understand

If they are married, she doesn't need an Irish passport - she gets in as a dependent of an EU citizen

I am 99 percent sure they are married . He got his Irish passport just before lockdown . They’ve lived in mojacar for 12 years and she has had proper employment, so fiscal resident ( whatever that mean) paid her tax etc . . I don’t think they would have gone to the trouble and expense of coming back to uk for 90 days if it wasn’t needed

Possibly they were not aware of that route as she has a UK passport and thought the change in status applied to her, but 100% if one partner is an EU citizen, the partner who isn’t can gain Residencia under “old” regs as dependent of an EU citizen.  The other thing is it would have “stopped the clock” on the 90 day count the moment she’d applied as partner / dependent / family member of an EU citizen.

Still a bit strange why she was here for 12 years without registering for Residencia, as you were obliged by law to do it if you were here for longer than 90 days - guess she just forgot until Brexit happened.

Anyway, if her Irish passport doesn’t turn up before she returns, tell her she doesn’t have to sit in the 90-in-180 cycle, just apply as a dependent of an EU citizen.
