Despite the previous comment the local government will not charge you for issuing the Padron. 

I recently bought a new car and the town hall would not tax the car because I was not on the Padron as I am resident in Ireland. The dealership had to use a Gestor to correct the Town Hall and after several days delay they taxed the vehicle.

Interesting that someone says Vera charged them for a padron certificate.  I obtained updated ones for my husband and I at Vera Ayuntamiento in January 2023 with no charge.

If you are a Resident uou need it .If you own a holiday / second home you don't go on the Padron.

Yes from what I can gather they charge you for the initial one when you register the first time then thereafter updated ones are free. We had to pay for the first one back in 2012 but have never paid since. Our friends registered for the first time January this year and they had to pay I think it was €2 each.
