If you do need it you should be able to go to your local Ayuntamiento (town hall) either with your documents of property ownership or rental showing that you live in the town along with identification documents to prove you are who you say you are. You may need to arrange an appointment in advance.
Despite the previous comment the local government will not charge you for issuing the Padron.
I recently bought a new car and the town hall would not tax the car because I was not on the Padron as I am resident in Ireland. The dealership had to use a Gestor to correct the Town Hall and after several days delay they taxed the vehicle.
