OK, what is a province and what is a territory,and can you travel by car from malaga to Almeria[1 person] in phase 1?

A province is part of a region. There are 15 regions in Spain and Andalucia is one of them. Andalucia has six provinces and Almeria is one of them. 

In Stage 1 we cannot leave our province unless for an emergency. This might be taking a rescue flight back to the UK from Malaga airport - or some other emergency: i.e. the person you live with has died and you need to move to the home of a family member in Granada because you are frail and cannot live alone. In each case permission to travel outside the province has to be sought from the police in Almeria otherwise you could be fined.

Building on Chrisso50’s reply, unless you have an emergency, then until phase 3 is completed, you could not travel from the province of Malaga to the province of Almería
