it looks like coming to Spain,if not a resident, will not be on the agenda until at least after September and then with the restrictions that the UK have placed of 14 days quarantine which may also be something that the Spanish government do. Over 80s would be well advised not to travel anywhere until they have a vaccine just to be safe. If you own a place here you may have to arrange to pay bills by internet or find a manager to look after your property unless you have a trusted neighbour of friend in Spain you can ask to action these things for you. Not what you want to hear sorry but there are going to be a lot of people in the same position., if you are not a resident,

This is my interpretation of the current situation and developing national plans that I believe will see many travelling by late June-early July. Reducing sliding scale of international visitor quarantine starting 15th May for approx 1 month in to mid June. From mid June with a combination learned lessons, use of tech, practical and sensible social distancing solutions will see airlines, hotels, beaches and restaurants delivering services from Portugal, across Spain, France and into most other european countries.
By Mid July after 4 weeks of low capacity but 'normal' service, further increase in capacity as 'revenge' travelling emotions hit peak demand now confidence is returning to large sections of the general population.
By mid August (3 months away!!), if things remain stable, sensible social distancing is adhered to, within our own bubbles we will feel almost a sense of normality and we will see this with an almost fluid level of travel through Europe (with sensible social distancing protocol). And I refer to these bubbles a lot in the industry I work in. We all naturally live in small social bubbles and just a small widening of this from our current situation will actually see the vast majority (socially) return to a very similar situation as before. When my family (bubble) travel to our apartment, thinking about it, we observe natural levels of social distancing anyway. A little tweaking in certain pinch points, increase hygiene levels and it can be almost fully observed.
People also forget that in addition to the well versed 2m rule (The WHO actually state 1m, so 2 is plenty) there is the 15 minute factor of interaction being a key multiplier.
Regardless of peoples opinion on various countries failings or not, we are also now nearly 6 months down the line from understanding better controls, interception, spread and treatment. Small outbreaks that are being seen are being treated with the urgency and potency that with hindsight we wish we all could have seen months ago. For once, the power of hindsight is alive and well.
I believe rightly or not that we will start to see a rapid increase of speed in returning to some form or normality and I fully expect to be spending a month with my family in Spain in August with much of what we experienced before but with the inclusion of our new understanding and appreciation of social distancing, cleanliness in key pinch points.
Happy to share a key social impact paper (summary of) from a colleague of mine who works within a UK governmental division (he's medically qualified). It's non-political which helps.

We are in a similar situation....but further down the line....We bought in Spain at Christmas and as there were no appointments being given out for residencia due to Brexit, we came back to UK to tie up the rental of our UK home.....We completed that just as the lockdown came in.....Could we have timed it any worse???? We are now in a friends small studio apartment above a garage with our things in storage! And although the ferry we have to bring our items over to Spain mid July is still sailing at the mament, we have resigned ourselves to not getting back over until the end of August.....Our solicitor is ready to go with our residencia, but as you will know even with power of Attorney we still need physically in the country....Oh well!!!!!
We are in Spain awaiting the residency process which is still on hold due to Brexit and now Covid 19.
But we feel safer here than we would have been in the UK, I feel there are too many Covidiots in the UK, the police get criticised what ever they do, you can put that down to the Labour party in the 80's and 90's.

Yes that is what I said, but still people are saying on other pages that a gestator or solicitor can do it for you....We both know they can't!
