Dog walking on dry riverbed tracks??

I was out this Sunday am at 7:45 on a road at right angles to the Rioja - Tabernas road which runs parallel to the A92, when a guy in a 4x4 stopped & told me that dogs weren't allowed. Does anyone know where I can find out if this is correct, ? I thought the main dry roads were public ones.
