That’s why I said “may well”.
Person gets pulled over, produces Brit licence, claims they are on holiday.
GC have access to live data and now see that the last time a vehicle was registered to the address on the licence was say 5 years ago; said vehicle having been sold by person pulled over. No other vehicle registered.
Fine - he might not have a car whilst living in UK and only use the Spanish registered one, registered in his name whilst here “on holiday”
Bit of questioning would likely unravel that story. And that’s just one possibility.

Believe me electronics can circumvent anything. |'m back in Ireland having spent several months in the UK, France, Spain (and part in Netherlands too). Can't have that beer with you yet James.
