Fresh water fishing is difficult in Andalucia. To obtain a licence you need to complete a two day full time training course and pass an exam - all in Spanish only - before you can apply for licence. This year, 2019 ,it seems that there were only two exam dates one in Jan and one in March. I haven’t seen any dates yet for 2020, to be honest not looked seriously though. I also struggled to find a location that was running the courses. Various Google searches produced out of date training companies and contact details.
I also explored the option of purchasing a licence in another region. You can buy a licence on line for Catalonia that covers beach, boat and fresh water. Speaking to the Andalucia authorities and the Spanish Angling Assoc HQ in Madrid both confirmed that out of region licences are not valid in Andalucia.
It seems like the authorities here are making it very difficult and I haven’t found a solution - apart from the obvious one of passing the exam! There are old (4 or 5 years ago) Facebook posts that suggest that there used to be a work around I’m guessing as nothing more recent the loophole was closed.
The penalties for fishing without a licence can be severe, they include confiscation of all equipment including transport (your car) used. Sorry I can’t be more helpful. If you fancy beach fishing instead all you need is a copy of your residencia and passport and it’s about Eur20 for three years and takes a couple of days via the fishing shop next to the Repsol garage on the road from Garrucha to Mojácar.
