Do you mean the U.K. Winter Fuel Allowance? It’s not paid to anyone living in Spain.

A three week holiday in Spain will not affect you getting winter fuel allowance.

The qualifying week usually starts from the 3rd Monday in September.

How do they know if your there or not, people take holidays

In England it has been paid.    Was you expecting that money in Spain. 

Not to be contentious, but I really don't think anyone living in Spain should be entitled to the winter fuel allowance under any circumstances.

 Rich people get old age pensions despite not needing the money, but they are paid up and it's not means tested. It was decided years ago that everyone who fits the rule would get the heating supplement.
