My understanding is that you will need to show 2 X €36k ie €72K that's for twice the IPREM value. I'm assuming there's 2 of you as you refer to "we".
Also, I'm assuming you also have factored in health insurance too.
I've not heard of anywhere where you don't need twice the IPREM value, perhaps, where you think you've seen it is where people have the €36k in pension available as that's guaranteed and you've reached the 36k threshold then you don't need the savings at all, but obviously any additional savings will also help things go more smoothly.
We thought the same when we first looked into NLV, that having 72k sit in the bank but unable to touch it seemed crazy as long as you could prove that you can keep the 36k untouched
I'm no expert but I think I'm correct with the above Sorry if that's not what you wanted to hear
