I use neater heaters for my home and although they are promoted as being very economical, and I only heat my bedroom for a couple of hours per night, my electricity bills are very high. In your ppsiion I would ask your landlord, each time,for a copy of the  bill for your records.  You can then see what the price is of your actual consumption ( the add ons are very high I think!). I would also make a note of the meter reading then compare it with your next bill to check accuracy.

We had a huge bill from Endesa too, another neighbour too. Then again others had a bill 25% of ours. Go figure.
