All town halls here in Almería have forms to fill in for permission to burn garden rubbish and suchlike.  Someone from the local department of media ambiente checks the details and takes note and then grants the permission for whatever period (but as a rule never between May and October).  You may be granted only a permission for a month or if lucky 4 months.  It basically depends on how dry the countryside may be and when you apply.  

When you fill in the form you need to know the catastral number of your finca or property where the burning is to take place or number of Polígono and Parcela.  The permission takes up to 2 weeks maximum to come through and the receptionist in the town hall should have an idea as to when it should be ready to pick up.  We usually phone up first.
