what is the situation with leaving items by bins ie furniture

It seems in Spain it is not a problem to do so. Since I have lived in Spain from 2014 I see furniture beside the refuse bins. You may want to clarify the legality with the local town hall.

Depends where you are I think. Vera Playa for example is the 9th and the 24th of each month. You're supposed to put the items out the previous night for collection the day after. If you check your town hall website it will probably tell you for your area.

There should be a sign with dates near the bins..... fines can....rarely are....but can be given for wrong dumping. 

I've been here since 2002 and never seen a sign near our bins

If there is no sign then they can't fine you....simples!  Signs near both sets of our bins......

Near us in Los Lobos there seems to be a rule that if you put things next to the skip people can take them if they can use them.  We've put stuff out and it is gone within 10 mins. Good way of recycling really.
