Google NLV that will give you a good start. S1 is to do with pensions.

Whether you need an nlv depends on your nationality. An S1 can be applied for after you become a pensioner in  your country (if they issue same) and relates to reciprocating health care to where you reside, it has nothing to do with car purchase.

NLV stands for "Non Lucrative Visa"; you will only need this if you hold a passport that is not an EU passport e.g. UK.

If you hold an Irish or otrher EU country passport, you will not need an NLV, as you are entitled to Freedom of Movement.

If you DO hold a "third country" passport (A country that is neither EU nor EC), you will need to contact the Spanish Embassy or Consulate in your home country.  They will send you a "Visa Pack" which will detail exactly what the requirements are and what documentation you will need to obtain this Visa

So, what passport do you hold? is it a UK / USA / Australia etc passport, or do you hail from within the EU?
