I think you will see from the quote Johanna gives that the RDL10/22 charge applies to NEW contracts and RENEWED contracts since April 2022. That's why some people are paying it and others not. Even if you are not paying it yet, if your contract has a renewal date (should be on your bill), you will start paying the so called TOPE from then.
It really is almost impossible to compare one household to another with all the varying tariffs available, main hours of consumption and how much you use overall.
Before anyone changes to a 'better' company, I suggest they check the price per kWh with their existing tariff and when the cheaper periods are. For some, tariffs will be the 3 time blocks introduced in June 2021, for others there may be a number of hours that are reduced price or even free, and some tariffs give electricity at the same price per kWh for 24 hours a day. However, if you now change to a new variable tariff, but you will pay the TOPE (gas levy) on top of your consumption which can double the cost, so even if your existing tariff is higher, it might still be cheaper to keep it until just before it renews.
Be very careful to check the T&C's of any new contract before changing. You might be offered a good rate but don't forget what will be added. It could be more than you are already paying.
