Could someone inform me how I go about getting an NIE number whilst am I here.

To get an NIE number you’ll need to have a reason for doing so, like major financial outlay such as house or car.
If you do need one for a purchase, unless you are conversant with Spanish bureaucracy, you are better off getting a gestor to assist

My dad has a house here and has suggested I have an NIE number incase something happened to him . Is this possible ?

No, you won’t get a NIE on that basis - you have to demonstrate that you actually *need* a number. On application you’d be asked to provide proof of purchase of a house or pre-sales invoice of a car or similar. They have become very strict with issuance of NIE now I’m afraid.
You can of course try, and go to a Gestor to facilitate it but I’m 99% certain you’ll be refused on the reason you’ve outlined.
