I think think it is approximately opposite Carrefour at the bottom of the Avenida de Mediterráneo.  That is where they issue passports and IDs for the Spanish, but internet to should have the details if it i to exchange a residence certificate for the optional new card (TIE??).

I think you have already been given the address.  However, I would not turn up without a "Cita Previa".  You will be turned away without one.  We went last Monday with our Cita Previa and the interview for our TIE did not take long.  It's a long way to go and you will be turned away.  Sanitary restrictions are good so no worries there.  we parked in the car park nearby  in the old shopping  centre where there was plenty of space, as road parking is difficult.  take care.
