Dog Walking in SJDLT

We are coming to live in SJDLT and have two miniature schnauzers which we need to exercise. When we were out visiting (without our dogs) earlier this year we noticed that dogs were allowed on the promenade. Is this still the case?
During the winter months, are they allowed on the beach? We did see dogs on the beach during our visit in April.
Are there any areas where we can let them run free i.e. off their leads?
