There is a Town Hall in Roquetas, you do not need to go to Almeria. It is behind the main Police Station which is on a roundabout on the main Av Roquetas de Mar. As from February, you have to make an appointment online to get a Padron and you then go to an office around the corner from the main Town Hall. The link to make the appointment is https://citaprevia.aytoroquetas.org/Valida.aspx I assume that you are aware of what paperwork you need to get a Padron. Hope that helps.

You will need your passport and either the Deeds to your home, or if rentng, your rental agreement and the owner and their Deeds. And a copy of everything. They will need a passport or Identity Card. It's a while since I did it the first time, but in November 2018 I didn't have Residencia so no TIE. But of course, things change. I have a folder with everything in and copies (it is usually up to you to provide copies of documents) and take it everywhere with me, that way you can't get caught out. Please remember that technically a Padron is only valid for 3 months.

Hope that helps.
