Can anyone tell me if a car fails on a retest. ie; say on emissions only as a example.  Can one take a second retest,  or is it limited to only one retest?

Thanks.

Surely if you fix all the things on the test failure sheet why would you want/need more than one retest?

Am I missing something here?

It is not uncommon for a retest on a vehicle to fail. I speak as a ex UK MOT tester.

Wow, ok. As an ex service manager in a large UK dealerships with MOT bays I'd never come across that.

Clearly you must see human endeavours as flawless.

If the retest is within 2 months they only test the failed items, after two months it's a full retest. If you fail the retest then it's a full retest usually within a month.  Within that two month period before retest, you may not drive the car on a daily basis.

The following is directly from the BOE (Translated) so not "Forum Opinion" or similar - it's solid gold.
SOURCE: https://itvsanjavier.com/wp-content/uploads/2018/06/Real-Decreto-ITV-920-2017.pdf

Article 11. Follow-up of defects.

  1. Defects classified as minor are defects that must be repaired within a maximum period of two months. They do not require a new inspection to verify that they have been corrected, unless the vehicle has to be inspected again due to the unfavorable or negative inspection.
  2. The defects classified as serious are defects that disable the vehicle to circulate on public roads except for its transfer to the workshop or, where appropriate, for the regularization of its situation and return to an ITV Station for new inspection within a period of not more than two months, counted from the first unfavorable technical inspection.
  3. Defects classified as very serious are defects that disable the vehicle from driving on public roads. In this case, the transfer of the vehicle from the station to its destination will be carried out by means other than the vehicle itself. Once the defects have been corrected, the vehicle must be submitted for inspection within a period not exceeding two months, counted from the first negative inspection.
  4. If the vehicle is presented for the second technical inspection after the period granted for its repair, a complete technical inspection of the vehicle must be carried out, without prejudice to the possible sanctions that could be imposed.
  5. All cases of disqualification to circulate, consequence of the qualification of defects in a technical inspection, will be registered by electronic means in the vehicle register.
  6. In the case of defects classified as serious or very serious, once corrected, the defective elements must be subjected to inspection. If during the inspection to verify the correction of defects, others are detected as established in the inspection procedure manual for ITV stations, they will also determine the result of the inspection, based on their qualification.
  7. In all cases, the defects observed in the inspection, as well as their qualification, must appear in the inspection report.
  8. There is freedom of choice of the ITV station to carry out both the first technical inspection and the successive inspections after the correction of defects.
It is interesting to note the BOE doesn't cap the number of retests; which means it is left very much up to the discretion of the testers.  I don't think you'd want to be going back for more than one retest.  As there doesn't appear to be a limit in the BOE, this being Spain it means the officials concerned will interpret the rules the way they see fit - and that interpretation WILL vary from test station to test station

Some of you may remember Lex Service group. We had a motto -  'get it right first time'.

It saves lot of hassle for everyone.

Some would also remember the Titanics maiden voyage also closer to present times. Titans mini sub disaster.

Neither sadly got it right first time. It's called human failure.

The notion of trying to compare inherent design flaws in both cases with the inability to get workshop repairs and vehicles ready for ITV/MOT is  ludicrous in the extreme.

Indeed Titan had many warnings of its unsuitability and design flaws ever before the disaster happened.

Yes, I accept humans can and do fail. But if we didn't strive for excellence and have a 'get it right first time ' culture we would not have an airline industry that we have today.
