I am driving an Irish reg car, going  to Malaga Airport to pick someone up. Can I drive through or into Malaga or are there restrictions on emissions??

Depends when you are going. The Malaga ZBE comes into force this year.  Information from Ayuntamiento (translated) as follows:

WILL COME INTO FORCE THROUGHOUT 2024

- The Low Emissions Zone (ZBE) of the city of Malaga will come into operation throughout the year 2024, as soon as the new Municipal Sustainable Mobility Ordinance is approved and is in force, the administrative process of which has already begun.

I couldn’t say - it says “throughout 2024” so I *doubt* it but that’s not gospel.  For all I know it could mean they start with one area then successively include others

I'm sure you won't have any problem picking someone up from Malaga airport.  It's not really in the city centre after all.

Yes, was asking just in case we decide to go into the city, but probably won't bother.
