Depends what you feel is “best”.  Antos at Las Buganvillas do an awesome Irish Breakfast, plus fish and chips on a Friday; they also serve Guinness and if I recall, Friday is Karaoke night as well.

Millionaires, down by the beach is also a Brit hangout but their prices tend to be a bit silly.

Frankie’s bar in the Naturista, just up from the Club Vera Playa hotel is also another popular Brit bar.  Really and truly, pick any bar in Vera Playa and there’s an odds on chance it’ll be majority English

So I'll second one of Darios suggestions Anto's great place and breakfast is good but be warned that they do not open until 12PM so maybe it should be a great full Irish brunch?

Or you could be really radical and try any of the Spanish run bars and cafes.  Invariably you will be warmly welcomed.  You might get a chance to speak/practice your Spanish and they will be easy on the wallet.
