if I bring dog to spain in dec and I am coming back in April and things change with Brexit can I get spannish dog passport which will enable me to return to uk

You can still return on old passport, spanish one will guarantee return to Spain troublefree.

If I get the spannish passport for dog does she have to have the rabies bloodtest

Probably, the spanish vet will do whats required. It will be far cheaper than england
