Any advice on issues please with Cabrera infrastructure/buying property?

I am thinking of investing in a second home in Cabrera Sierra.I am familiar with the area and have property nearby. I have seen that there are outstanding issues with services and the plans that might mean owners will have to pay alot to improve the infrastructure. What is the latest on this? I do not want to be suddenly hit with a bill for thousands of euros,

Also, notice quite a few properties have been on the market FOR YEARS - and they do not seem to be particularly overpriced or have other obvious issues - is it that the market is very slow? I am worried that if things don't work out I will never be able to resell.

I've heard talk that there are two owners of the land up there and they are in dispute - this is essentially hearsay so make of it what you will.

However, you have noted that property there remains for sale for a long time despite attractive prices, this may be due to the geographical location i.e. it being up on the mountainside with few facilities?

Or it could be something else? - Remember the phrase caveat emptor
