Renting without first occupation licence

We are buying a property in Sierra Cabrera but have just been told that you can't rent out your property ( at least not short- term) without a first occupation licence. Is this strictly enforced by the authorities as I believe lots of the properties have an issue with the developers and there is a stalemate over getting these licences. There also seem to be quite a few properties on Air BNB, for example.

If it is illegal to rent out without fol, you are committing an offence, and you have to be prepared for the consequences (fine, prison, confiscation, whatever). You might not have valid insurance...?? And it is difficult to sell (so I don't understand how/why you bought the house?). You could buy the licence, I think it is 7-8000 €. Saves you a sh1teload of potential trouble

The house was built more than 20 years ago and has had several owners but still having legal arguments with the developer. So I'm happy to pay for the licence but the authorities seem reluctant to grant it, possibly because of legal cases between the down and the developer.
