Car taxes

Good morning playmates!
I am looking to buy a car from a Peugeot dealer in Almeria. I believe there is a 4% transfer tax to be paid by the buyer, does anyone know if this is usually included in the asking price? Also, there is quite a large finance charge included in their profit margin.
If buying without finance they increase the price by about 1500/2000 Euros, has anyone had the experience of negotiating the finance add on price, and how much movement is there with the dealers in general?
I know that's a piece of string question, but if I can generalise my thoughts at least it gives me a starting point.
Any information would be greatly appreciated.
