I need the outside of my house painted (to make it watertight). Can it also be painted white?

Pinturas Rubio is the main painter in Lubrin. I you have access to Facebook they are on there with phone and e mail numbers. Re painting it white that is not a problem at all. However if you want to paint it any other colour you need a licence from the town hall.
