I have through experience discovered that Spanish authorities have a love of bureaucracy that is frightening in its intensity. If you have a form wrong, incorrectly filled out or god forbid a copy or an original not available to present, they WILL turn you away and you will have driven down for nothing. The Spanish are indeed a beautifully laissez-faire people but oh god the authorities live for and love bureaucracy - I’d ask again, are you certain it’s just the NIE you need? Residencia will give you a NIE as well, and if you are planning on spending longer than 90 days here in any 180 days, you are strongly advised to obtain Residencia prior to whatever happens on March 29th because after .... who knows?
Also, if it is just a NIE you need, please be advised that the Oficina de Extranjeria in Almería now require some form of proof that you need a NIE - i.e. a pre-sales invoice for a car or similar and the resulting certificate will be clearly marked that it’s sole use should be for purpose of whatever purchase you have specified. You can no longer obtain a NIE just because you might need one - you do have to show proof.
