Will payment of non resident tax, council and rubbish removal payment,electric and water standing order, give us any preference over "general tourist."

Well, possession of Residencia will mean you are a resident of Spain and therefore not a tourist

Hi, this is completely different.as all airlines will begin to operate again from mid June from Ireland to Spain I am very hopeful of going to Roquettas de mar to stay in the best sabinal at the end of September.Will this be possible??

If you fly direct to Ireland you'll be required to self isolate at a nominated Irish address for 14 days. This can be anywhere on the island of Ireland. 

You fill out a form at arrivals, and you can be absolutely certain the cops will check up on you. 

Furthermore if you or anyone else on your flight or sailing tests come through positive you'll be "invited" to provide detailed information about your whereabouts and who you met in the previous 14 days. If you travelled from Spain, the Spanish health authorities will be notified. 

I should mention that if you choose to use public transport in Ireland, due to social distancing, there will be as few as 12 seats available on the bus, so getting around the country could be difficult. 

If you choose to rent a car you'll need to have a really good explanation for the police if you are stopped more than 5km from your home.

I will hopefully b traveling to Ameria and then onto Roquettas de Mar from Dublin Ireland on the 22nd September will I have to be in quarantine in Spain????

It's too early to say what the situation is likely to be in late September. 

Things can change between now and then  - it's 3 months into the future.
